The college was established with the assistance of the United Nations Development Programme (UNDP) through its agencies: International Telecommunications Union (ITU) and Universal Postal Union (UPU). The college was officially opened 1972 by the then Minister of Power, Transport and Works, Mr. Fwanyanga Mulikita, to cater for he Posts and Telecommunications Corporation (PTC) in-serving training.
In 1994 the PTC was split into three autonomous bodies: Zambia Postal Services Corporation (ZAMPOST), Zambia Telecommunications Company Limited (ZAMTEL) and the Communication Authority of Zambia (CAZ). From the time of this split, the college remains under Zamtel and came to be known as Zamtel Staff Training College with the objective of offering in-service training to Zamtel staff only.
The college has, however, opened to offer its training services to the general public and is now called Zamtel Training College. The programme of training at the College was modular based type. This type of training envisaged a relatively short initial period followed by further training as and when required. The approach had the advantage of producing trained human resource to perform tasks in the shortest possible time.
The College, which was primarily established to produce trained human resource for the Corporation, started offering training to other organizations like parastatals, government departments and so on. Students from other countries were also trained at the College.
The College has now added professional courses such as ZICA, Marketing, Business Administration, Human Resource Management and Telecommunications Systems to its training programme.
